PM-KUSUM Scheme (Components A, B & C)
Flagship Government of India scheme to solarize agriculture, support farmers with solar pumps, and enable decentralized solar power plants.
Component-wise explanation
Component-A: Decentralized Solar Plants
• Small solar plants (up to 2 MW)
• Installed on barren/farmland
• Power sold to DISCOM
• Income generation for farmers/landowners
Component-B: Standalone Solar Pumps
• Off-grid solar pumps
• Suitable for areas without reliable electricity
• Replacement of diesel pumps
• Reduced irrigation cost
Component-C: Solarization of Grid-Connected Pumps
• Conversion of existing electric pumps into solar-powered systems
• Farmers can use generated power
• Surplus power can be exported to DISCOM for additional income
• MNRE provides up to 30% Central Financial Assistance (CFA) under Component-C
• Use of DCR (Domestic Content Requirement) solar panels is mandatory
1) Farmer-friendly explanation
Goals:
• Reduce irrigation and electricity costs
• Provide reliable daytime power supply
• Enable additional income through surplus power sale
• Reduce diesel dependence and carbon footprint
2) Eligibility criteria & subsidy breakup
General eligibility:
• Individual farmers
• Farmer groups / cooperatives
• Panchayats / FPOs
• Land availability required (Component-A)
• Existing electric pump required (Component-C)

Component-C specific:
• MNRE Central Financial Assistance (CFA): 30%

5) EPC selection advisory
Farmers should:
• Select empanelled EPC contractors only
• Verify past project installations
• Ensure DCR-compliant solar panels
• Check warranty conditions:
• Solar panels: 25 years performance warranty
• Pump/inverter: 5 years or more
• Ensure AMC and after-sales service support
Avoid:
• Unregistered vendors
• Low-quality components
• Hidden charges or informal agreements

RSA can support implementation as:
• Awareness & outreach facilitator
• Technical advisory body for farmers
• RSA-verified vendor platform
• Farmer & consumer grievance support mechanism
